This is Myste, a partially shiny morgrem, as seen by the bits of white in his hair and pink/purple on the tips of his feet.
The item he wears is a pink scarf, which increases the cuteness level of the holder in pokémon contests (does not currently have a trainer though).
I didn't want to stray too much from the original design/color of morgrem, so I was wracking my brain, experimenting with many color palettes. Some did deviate a lot from the original color scheme(s), but i ended up scrapping them.
