Joe's quirk is giving people fatigue. Acting more as a support class since he's quite weak himself, he can transfer fatigue into another living being making them tired and weakened. Downside of this is its a replenishable thing, so he can run out and have to wait a while for it to replenish. Additionally, this quirk also affects him, but in the opposite way. When his quirk is fully replenished, he is sluggish and tired, and the more he uses his quirk the more lively and awake he is.
Joe is part of the villian's team after being at the academy for quite some time. He left initially because of all the trouble he was getting into for falling asleep in classes, and just happened to end up with the villians. Then after meeting his partner he decided he couldn't go back now and just sticks around with the villians.
