Rough idea for this weirdo. He used to sing a whole lot with an android back in an abandoned theme park, but he was captured one day and locked up. He would love to get free and not be locked up anymore, but he can't be away from water for long. 

He probably eats people? It's not something he brings up, but, them teeth...
