Years ago a news report aired on television, documenting a gruesome crime scene located in the East End.
Inside an undisclosed apartment complex, police found the remains of a middle-aged male whose skin, teeth and eyes had been removed and were seemingly thrown out of a nearby window. Various medical instruments were also found in an adjacent room along with a large dog cage, though the landlord states that tenants were not allowed to keep pets.
The victim was rumored to have been connected to a series of kidnappings in the area and copycat murders inspired by Victor Zsasz.
Many suspects were called in for questioning, but the case eventually went cold due to a lack of hard evidence.

"Nobody", her real name now only existing in long since abandoned case files, possesses the ability to slip through the mind of anyone who sees her despite her jarring appearance. Witnesses can never pinpoint a single trait of hers when questioned; she is just another blurry face in the crowd, easily forgotten about. The same can't be said for the crime scenes she leaves behind however. Oftentimes they're grisly displays of morbid creativity, seemingly to set an example to any other budding criminals who start getting too cocky. The GCPD refers to her in-house as the Phantom (though the more dramatic Fantôme has been used by some news outlets), but her preferred nickname and identity as a whole is unknown.
She considers her actions to be justified, but it's plain to see how badly her mind was warped during her time in captivity. Her old self is dead, and she believes vehemently in an eye for an eye...
