to be honest, Ray is a fairly normal guy, he wasn't much of anything until he joined the guild and he really only did that because of the money. however, when the Guild is essentially destroyed he gets stranded in Yokohama LOL and is just sort of. there. he doesn't mean to cause trouble, but accidentally causes a fire and Atsushi and Dazai are sent to get investigate him. except. he doesn't know Japanese. so ranpo has to call poe and be like "you know this guy??" and they bring him back to the agency and him and poe have a lovely discussion about the ADA and wtf Ray is still doing in Yokohama.

On Fahrenheit 451... 
Ray's ability allows him to start and control fire. would be fairly simple, save for the fact that his fire-starting ability is entirely emotion-based, which causes him to accidentally start a lot of fires. on top of that, he isn't exactly immune to the effects of the fire that comes from him, so his hands/other parts are very burnt up. he generally has to keep an even-tempered attitude because of this (or tries to, anyway, but is very jumpy and emotional so he isn't very good at it).
