He is known to be a bit crazed and is quick to anger. Its often better to leave him be than it is to interact with him. However he likes to trade so you best have a good trade otherwise you better escape while you can.

Raiden is able to control electricity with help from his necklace that he never takes off. When he is using it his eyes, necklace, and paws start to glow blue like his eye color. It come can come out of his paws and mouth. His paws can hold consistent sparks, but he can only shoot it from his paws or his mouth, but not at the same time.
