Dice's original name was Dikaiosúnē (δικαιοσύνη), but was soon changed to a simpler one, a nickname given by a friend.
They are just the clothes, despite not falling to the ground, there is no invisible body of some sort, it is possible to draw a character wearing Dice. HOWEVER, arms can come from under the cape! Usually only when needed to point at/grab something or to shoot.
The eye is a mystery, I have no excuses for the way I draw it, it's not attached to anything it's just there, but if the interior of the hat/coat is visible, I always try to draw the eye inside.
I've always drawn the clothes with little detail or change, but you can absolutely change their design, my only rules when sketching them is to have a wide-brim hat, and a cape of some sort.
