Clif is a travelling harpy. He had lived on a cliffside with other harpies before he was sent out to explore the world. You see the cliffside had not had visitors for hundreds and hundreds of years. After not knowing anything about the outside world they sent some scouts to explore and come back with knowledge about it. Clif was just one of many.
He had two older sisters. Kind of ironic given he's the taller of the three.
