• In order to get info from him, you either tell him a piece of info (of the same value?) Or pay a lott
• The price is high so there's more inventive to give him info instead
• "How would I know you're pretending to have heard that before when you haven't?"/"I don't lie. And besides, if I conned people my reputation would fall."
• The price to hide information is steep, since that involves currency and his reputation. People go to him thinking he knows everything, if he had to hide info then he would have lost a customer or customers and also the belief that he knows all is ruined
• But then how about the "I don't lie"? He has to lie in order to hide info

1. How would these powers work? Does it involve subconscious thought? Eg someone raising a gun at him, can he 'read' the mind to see that they have malicious intent or are intending to raise their arm.
2. Maybe presses you a bit when you give him info to see if you panic mentally.

cold, serious, doesn't like leaving anything to fate. 

Good actor, as he can guess at what people want and adapt accordingly. Can appear to be extroverted and chatty, but he personally prefers to observe rather than direct chatting.

His true personality outside of acting is quite flat/neutral. Never surprised by anything, doesn't express his emotions much, very plain and serious. 

Abandoned by family for his mind reading, dumped into the slums. Knew it was coming,of course, and guilted them into giving him food and clothing before the trip. But the other kids at the slums wretched the bag from him. From there, he developed the indifferent personality he has now. Watched and learned how to live from other kids, and attempted to blackmail people with varying levels of success. When people asked how he knew, he said he had an information network. After a while, he decided to actually build a network himself, and now sits in the middle of a great web.

Thinks the most dangerous people are those with nothing to lose, eg the people in slums. Having delt with them before,he knows threats don't work, unlike threats on people with even just one thing to lose.

Often tense? Juggling a lot of activities at once, splitting his attention between the physical world and the thoughts of others, noting down important details, memorising. Yet also focused on conversation, trying to draw out as much info as possible. Oblivious to surroundings? Maybe Zion is there to provide support (and as a guard? better at combat?) Zion's a good match since he's an open book and his intentions are often very obvious. And admittedly has a simpler thought process (not really focused on planning ahead, lives in the moment and does whatever comes to mind) so his presence isn't a burden to Zen, and Zen can know the guy isn't plotting a betrayal.

Oh actually because Zion is a chatty and friendly fellow, Zen recruited him to be the talker, while he sits in the corner listening to thoughts. So he isn't splitting his attention.

Tested Zion's memory with multiple pretend conversations (pretending he's a stranger they want info out of), to see if he's good at memorizing and picking out important information from the general chatter. Tested him with quite a few scenarios, with 'answers' in mind. Also checking if he knows how to direct the conversation towards good info. Dude passed with flying colours (to his great surprise, as the guy acts so airheaded and dumb) so Zen started to tentatively rely on him (so also memorizing alongside the conversation to check Zion's still performing well in a real scenario), before later fully depending on him, zoning out of the conversation completely to check on others. 

Still pretty cold to Zion, but that's just his real personality. He'll do kind actions, but never say anything nice haha.

How did they meet, and why did Zen decide to have a partner rather than go solo like he always had? Why did he decide to start trusting someone else?

Did Zion approach him needing info, they worked together on something, and Zen saw potential in him?

Ooo plot with Zen - when he was a kid he would just read mines willy-nilly, as he thought everyone could do it. When it was discovered he was kicked out of his family for fear of a curse or w/e. Later on in life, now that he's at the center of a vast network of information, someone from his past shows up.

Maybe someone who heard about Zen being scarily good with information (or just rumors that Zen must be a mind-reader to know so much) and thought about the mind-reader kid they knew, wondering if Zen was that kid. Approaches Zen, either seeking to ask about that kid or ask if Zen was that kid.

Tries to test Zen by revealing a secret mentally, then sending someone else to ask for that secret. 

Oh but that's real tough, you have to pretend to not know he may be a mind reader, and drop that mental info naturally.
