 up-pump is a decepticon obsessed with attention, not in an ego driven way but more in a way that he did not get any attention when he was younger, and was constantly put down for his effort in creativity in most mediums, especially including music

this angered him, and his whole deal is his music having ability to sway opinion or make people like him. it's not completely mind control, it's more so just subtle enough that you don't even consider you're bring tricked.

and he does all of this because he feels he deserves to be loved, for his skills or not, he wants someone to finally give him the only thing he ever wanted and that is unconditional love

'why shouldn't they adore me, is it not within my right?'

this feeds into his fame craze, but it's weird cause like i said, not ego in like 'all these people like me because i'm so great' but rather 'i want people to like me because of course i want others to like me, i'm no emotionless machine'

the only part that probably goes to his head is having control over something when he lacked that for so long, goes on a whole power trip with power-cores amplifying his reach until he's finally humbled and brought back down to be reminded there are mechs who adore him with or without his music

because to up-pump, somewhere in his mind, he feels if he cannot give people a reason to care, then why would they? that's how it's been his entire life cycle when he was growing up, so his whole villain arc is around childhood neglect making him feel he has to do something for others to stay. but there are so many cons who love up-pump and his music is just icing on the cake of what a funny and lovable friend he is
