Overview
A Shadar-kai elf on the Prime Material Plane is always a curious sight. Currently stuck in the archipelago, Cecil is torn between wanting the safety of their warm bed and new discoveries to be made. After all, who's telling when ( or if ) they will ever be able to go back home. Despite the precarious situation they remain optimistic and joyful at the prospect of adventure. What's a better way to learn than going straight into the unknown?
Not seeming the type to venture much, it can be deduced that they're a scholarly type. They don't seem to carry any (visible) weapons, leading them to seem rather meek and unimportant. Though they're confident. They never quite know when to hold their tongue.
Are you a religious man? I sure hope so. You see, you'll need a god to pray to by the time im finished. No hard feelings, business is business. Isn't that right, old friend?

Demeanor
They often use the words 'we' and 'us' when referring to only himself, which many pick up as a weird speaking quirk. Picks at the bandages on their hands, rubs them when experiencing glee/curiosity. Speaks to people using telepathy more often than verbally. Enjoys asking frequent, sometimes invasive, questions. Bites his nails (which is why he wears gloves).
Has difficulty in most social situations despite his Charisma. This is mainly because they don't put any effort in concealing what others would deem strange of them. Will also speak bluntly about others. Doesn't understand social cues in the slightest, most euphemisms and phrases will fly over his head. Enjoys info-dumping on anyone who will listen, and even if they don't they'll continue.
They don't. There's no one for them to be affectionate towards and they've expressed discomfort during 'softer' moments. Might pat Bubbles' head, that one is the exception.

Skills & abilities
Chronal Shift
As a reaction, after you or a creature you can see within 30 feet of you makes an attack roll, an ability check, or a saving throw, you can force the creature to reroll. You can use this after you learn whether a roll succeeds or fails; while Cecil is confident in this ability it is both draining (physically and mentally) and sometimes he won't get the desired result.
Scorching Ray
You create three rays of fire and hurl them at targets within range. You can hurl them at one target or several. Each ray does 2d6 fire damage on a hit. This spell is one of Cecil's primary, or favorite spells, often hurling it to get a good chunk of damage on his opponent beforehand. The fire comes out black with the embers of the fire being golden.
Chaos Bolt
You hurl an undulating, warbling mass of chaotic energy at one creature in range. Make a ranged spell attack against the target. On a hit, the target takes 2d8 + 1d6 damage of a random type depending on one d8 of your choosing. Often times Cecil doesn't seem particularly fond of this spell, as they dislike the unpredictability along with other reasons.
Despite seemingly getting along, Cecil often speaks to her as if she's a well-armed stranger. Only wanting to associate on a basis of them protecting eachother as acquaintences. They dislike being constantly followed and supervised by her, but do little to stop it.
It's difficult to read Cecil's thoughts and feelings on her. On one hand, they seem unaffected and aloof. Distant from the entire situation and whatever their past relationship entails. On the other hand they will often make subtle, quiet comments about it or about Nori away from the others. For now they seem to be playing nice, whatever their thoughts may be.

justice is often affiliated with righting wrongs, accepting consequences, abiding by the truth and legality. we must truly consider a situation before taking further steps forward. reversed this can mean disharmony and false accusations.
while seeking justice, you may uncover truths that you wish to have left covered. are you willing to take such a risk, when your santity is on the line?
upright: attraction, balanced, loving
reversed: detached, imbalance, coldness
the lovers expresses the act of navigating love and relationships. romantic, platonic, work partners, family, or with "self" - it implies clarity. reversed it can suggest low self-esteem, distrust, and disharmony.
while falling in love can hurt, falling out of love (with a partner, with yourself) can hurt even worse. is the joy of love worth the pain that comes with it?
upright: hedonism, obsession, self sabotage
reversed: reedom, release, empowerment
the devil navigates entrapment, vice, a lack of control. its a manifestation of an unhealthy bond that must be severed in order to move on. something is wrong, something is unhealthy. reversed it can showcase freedom and detachment.
the others appear to be puppets on thinly veiled strings. it would be depressing if you weren't so curious on who was controlling the strings.
