Impulsive, that's the best way to describe Cleo. When she puts her mind to something she'll get it done, which is what lead to her accident. Abusing her power as an Oscorp employee she gained access and was able to gain her hands on some woolly rhino DNA. After she was blackmailed into taking Otto’s role in making supervillains, leading to many sleepless nights at the lab. It was during one of these nights when the Green Goblin broke in and in the ensuing chaos, she was injured and infected with the DNA making her become the villain known as Permafrost. Perma, as she's called by her friends, is very emotional. This is thanks to her horn and the unknown amount of brain damage it has done.
