Cinder is an odd pokemon. He's what's considered a "glitch" pokemon. Widely considered something out of the norm. As such there are many things about "being alive" that he doesn't really understand. His team is patient with him though and that's all he can really ask for.
Everyone is confident he'll learn in time. The fact that part of him is a real pokemon helps to ground him some. It's a bit of a debate whether or not that part of him will evolve, but the team is optimistic. They think it could help.
