neeve is a monotonous, generally apathetic dude who runs a small stand full of garbage-quality clothes for insanely low prices. he makes almost nothing off of this and as a result is pretty poor, sporting ripped clothes and a bony, underfed body. he spends most of his time at the stand or at home sewing new clothes, but he's known to wander around the town with seemingly no purpose at random hours, as well as rooting through people's garbage for spare fabric. if you can manage to get past his cold exterior he likes to joke around, especially at other's expenses, and he's quite physically affectionate with people. he has shitty impulse control and doesn't think much through, resulting in a lot of fights that he always loses because he's about as strong as a limbless infant. he has a nasally, irritating voice and uses it to complain if he's even slightly uncomfortable, unless the discomfort is pain-related, in which case he will bleed out and die before mentioning it.

loyal as a dog and strong-willed as a lamb, he enjoys living the life of a fool controlled by a dictator, and puts up no fuss about it. he looks down on rebels and believes them to be stupid and reckless, although his lack of will means that if enough people around him rebelled, he would begrudgingly do the same.
