Rough story ideas: 

• part of police, investigating in that city and having good connections to Finnley
• a soldier who keeps visiting, either to have a nice, chill evening or to arrest some criminals (since most can be found in the Fin Bar) along with the police. 
• he could as well be a bodyguard [Türsteher] at the bar. Since many vicious people come there, a bodyguard or security would definitely be needed. 

Currently going with the soldier/police idea.
