Doctor is an independent researcher and also a maintenance technician for F24. His body seems to have undergone some modifications, making him appear electrically charged. No one knows his real name, everyone just calls him "Doctor".

Doctor did not create F24, but instead took them in and maintains them while developing new components for their body.
