Blue Ruby is 4'0", and has light blue skin. She has sky blue eyes, ice blue hair, and has a thick, stout build. She wears a She wears a cropped gray shirt with a dark gray turtleneck, dark gray-blue shorts, and gray shin-high boots. Her gemstone is located on her stomach and has a square cut.

As a result of certain traumas, Blue Ruby's personality has changed drastically from her early life. Where she used to be brash and fun-loving, her time with Powder Pink Sapphire has caused her to become fearful and reserved. She is non-confrontational, and would prefer to go along with others rather than risk being punished for voicing her opinions. She has a hard time setting boundaries, so she tends to get taken advantage of easily as a result. Despite this, she remains soft and compassionate when she's away from Sapphire.
Blue Ruby possesses standard Gem abilities, including regeneration, fusion, bubbling , and shape-shifting.

Blue Ruby and Powder Pink Sapphire have a complicated relationship. Sapphire is very hostile toward her, and has gone so far as to threaten her with shattering for not following her commands. The two act more like coworkers, coming together only to perform their duties as Snow Powder Garnet. Sapphire is very controlling and abusive toward Ruby, using her emotions and shortcomings to manipulate her into submitting.
