He lives in Mondstadt (more specifically Springvale)! He does have a high tolerance for cold though, due to growing up in Snezhnaya's cold environment!
As for his vision, when he was younger he lost his big sister in a conflict with the Fatui, she was in the Fatui at the time. From then, he became resentful towards the Tsaritsa, closing himself off from his roots in Snezhnaya and left for Mondstadt.
