Cosmo is often associated with Halley. Whilst Halley, another galactic canine, is just a fun loving planet hopper, Cosmo has a job which he takes very seriously. He create constellations. 

Some call him the Star Artist, as he is both the best in his field, and works with stars. He has wings, and he can use them, although it is not known how, as space has no wind. He spends his days pushing stars into perfect place, playing with Halley and being a very good boy.
