Dreary is the ghost of a dead girl. She's been dead for pretty much as long as Scapegoat has lived, because they were childhood friends. Now they're stuck with each other for life. Well, not really, since one is dead, but still.
Dreary's death and Scapegoat's immortality go hand-in-hand - they were caused by the same thing. The curse forced them to stay with each other forever, so to speak. Ever since it happened, they became a story / myth / legend among the neighborhood and most of the towns around it. They've moved out of there, but it's been 5000 years. Of course the story had spread worldwide and was being shared as a "folk's tale" and a "part of culture that needs to be preserved". Dreary hates that, so to outsiders (i.e. everyone except Scapegoat and the thing that cursed them both), it calls itself "Dreami".
