Joel was originally a  space cop  trained from birth to never question the orders they were given.
they were sent to hunt down Ticket after they stole an experimental government AI, but through the power of love(becoming disillusioned with the government) and friendship(learning to think for themself) they got added to the found family. the government did not like that very much though
