Noiru is higher Spirit, created straight by gods. They're responsible for moon and stars in all meanings - thanks to their power moon can have phases and special states (like Blue Moon or Night of Three Moons, which have special meaning for community and also have special powers during this event).

They behave more like mythical being than part of any community - in their Spirit form, they just do their job right. Almost never shows up to mortal's eyes.

Noiru is able to create new moons, but not stars. Still, they're responsible for constellations and their patterns in night sky.
