Cee is a certified genius. The moment she emerged from her egg it was clear to everyone that she was way smarter than your average Smallfry. Despite having rather clumsy fins, she was building Salmonid machines quite early in her life. She built her Flyfish craft herself, as well as helped with the construction of Ris' fin attachment device. Her prowess with machinery and building things eventually gave her the honor of helping build the current Mothership.
As a result, Cee is truly full of herself and will brag whenever and to whomever she can about her many achievements. As much as Commander Tide is proud of her, even he gets a bit of a headache from her near constant narcissism and has to force himself not to snap at her. He IS a Steelhead after all, and sometimes can't really control his aggressive tendencies despite being their commander.
