Before the war Pinwheel was a recluse spaceport operator who rarely went out of his way to socialize, hanging around for coworker outings but still staying heavily work focused. When the war was brought onto earth he was already a communications officer on the side of the autobots, working from a satellite space station (which he was working at for a good amount of time, finding somewhat of a home with his fellow operators there).
Arriving on the blue planet Pinny found himself truly intrigued by organic life. As an amphibious plane he has the benefit of allowing himself exploration in calmer times and loves outings. Of course, serving on earth is no vacation, his lack of combat experience makes him somewhat of a detached soldier which can put off some who have experienced the frontlines. But at the end of the day he really is someone who wants to make a difference, jumping to any opportunity to at the very least morally support his fellow cybertronians( or any living being) in times of need.
