If the design is one you got via gift, raffle or trade it cannot be sold unless you buy commissions/art/etc of monetary value. Then you may sell the design worth that of which you have spent.
All one off designs may be redesigned up to 85%
all closed species (Aileuria / Chimetail) may be redesigned up to 25%
