Xavier is a shiny ho-oh of 'ordinary' legendary duties. She is content to fly around the world, trying new things, and guards over Johto from a hidden mountain. She answers to the call of the Tin Tower, though another Ho-oh can also do this.
She has an impish nature and simply does what she pleases, when she pleases. A free spirit, content to wander the world as a human. Otherwise, she models Kyogre's outfits for them as a part time job.
