| Earth had become a mixing pot due to sporadic rifts from alternate dimensions. People, creatures, technology, and miscellaneous knick-knacks find their way dropped unto earth by these rifts. Sometimes these things advance the culture and technology, and sometimes they're detrimental. Hazmat org is at the forefront of miasma corrective efforts, creating biologically engineered soldiers called Hazmats in order to neutralize the miasma spread. The reason why there's the ominous sprawling dark marks that branches towards his neck is unknown, though miasma is the primary suspect. Although he isn't able to neutralize it completely, he was able to use his knowledge as well as the technology at his disposal to keep it in a stasis state. It's dubious whether his mind and body are unscathed from its influence. His role is actually portrayed as the villain in the story. It's hard to tell his intentions, and even harder to decipher his actions (because he's conniving and perceptive). I like to paint him in a mysterious light that keeps people guessing.
