Anyone can be a wizard, it's the magical item (wand, usually) which holds the magic, but they have to learn how to use it properly. Witches (male or female) - are born magic and are the ones who create the magical items. However, unless a witch also learns wizardry, their magic is limited to potions and flying (on a magical item)
Luckily there are a lot of witches who create magical items for wizards, I don't see it being a particularly heavily guarded thing, however it's incredibly tough to learn wizardry without accidentally killing yourself in the process

I guess I see it like an extreme sport. Like if you tried scaling a cliff face with no climbing experience or ropes, you're probably going to die
If you try to use fireball, for example, with no training, you'll probably blow your hand off

There's a lot of theory study too, which puts a lot of people off. Intense knowledge of anatomy is essential.
