Rotom EX

Rotom EX is a former Rotom Dex that now inhabits a repurposed android body most (but not all) of the time. Rotom is energetic, optimistic, friendly, and casual. He is prone to talking a lot, especially about Pokemon; he is very enthusiastic about them and knows a lot about them from growing up in the wild, being a Dex, and working at the Aether Foundation. Rotom tics (buzzing, twitching) and stims (hand/arm flapping, ???). Frequent raptor arms as well. Will stare at you.

This form is an electric/normal type and cannot battle but can manipulate electricity and levitate. He can eat and drink but doesn't need to. He likes energy drinks which have just a mild effect on him. He sleeps. He doesn't breathe. Multilingual maybe??

based on the rotom dex from pokemon sun/moon/ultra sun/ultra moon games (not anime) and has a similar personality :)
