His name is Elliot "Lolly" Smith and he got bit by a radioactive spider that was covered in sugar candy he ate on accident. I think you know the rest.
His webs are organic and taste sweet like candy floss (and are safe to eat?). The spider bit him in the back of his throat on its way down, so the funny guy can spit webs at people! Or blow web bubblegum bubbles for funsies. Recently learned how to make "pop rocks" webbing that can trigger mild explosions along his threads and crystalize his sugar webbing into rock sugar candy on the go!
He now has a massive sweet tooth because he needs to keep his blood sugar levels high since it all somehow got connected to his webbing. If he's low on sugar or uses his webs too much, he starts showing symptoms of hypoglycemia until you feed him some sweets. He started going by the nickname "Sugarwebs" after the cops called him that one too many times in annoyance, so now he's made it his brand ¯\_(ツ)_/¯ Fun fact: he lives in a musical dimension, so he's quite used to villains breaking into song for their monologues LOL. Loves singing & dancing! His world is very bright, "candy-colored" and fun, feels a lot less serious or dangerous than other spiderman worlds!
