Chipper was a giant puppet owned by a child, but he got a new toy and put him away. Chipper was left to wander the streets, losing his shine in the process. Until the manager of Circus Magnus found him and invited him to join the show. Since then, he's been doing his best to scare the little ones, as a meager form of revenge.
