Ian (Insane Moray Eel)

Ian is a clinically insane (Dragon) Moray Eel that lives with his sister due to his condition.
He operates a robotic suit that's made from stolen scrap metal and Marine Debris from his surroundings, making it possible for him to pick things up and walk around in certain areas.
It's easy for him to slip in and out of, having the bottom be a Neuron link that works kind of like magnets do. 

He is around 74 years old.
