Villain based off Deja-Vu
He has some sort of powers to make people feel like they've seen him before when they haven't met. Or even if they have met, they can't remember where, but there's always that uneasy feeling that everything they do they've done before.
Personality is kind of aloof, as a diversion, acting like he doesn't know what's going on but finding it funny when people find him weird or uneasy.
When he walks, he leaves behind footprints that fade away, same with his hands.
