Fischer is a rather mysterious figure. Always acts alone, and tends to lure agents away from their teams. He proposes them stimulants and medicine, however poisoned by himself. This serves no purpose - he just does it for the fun of it.
To those he sees as valuable, or somehow interesting, he usually strikes deals with them. He'd catch them off-guard at any point they are alone, and start conversation. If the person has use for him, he will have use for them. He values people for their usefulness and their background - if they've none of these things, he'd be more than willing to just poison them, ridding EDEN-227 of pests like such.
To lure in agents, Fischer acts overexaggeratingly friendly, all his movements seeming more 'animated.'
Background
Haydar was a scientist at the AGENCY before he joined as a mobilized agent, being the 'son' of one of the SERVO engineers. Once he joined as an agent, he was assigned to be a Hivemind, however, his connection with the swarm was somehow different from the rest of the Hiveminds. This caused the SERVO engineer that raised him to constantly ask Haydar to let him experiment on him. For years, the nagging didn't stop, but at some point Haydar had enough, and ran from the AGENCY.
aftermath
After escaping the AGENCY into the unknown grounds of EDEN-227, he broke the HIVE container and let the swarm consume him. And so, he merged with it, their conscious now being one. The human Haydar that appears is now nothing more than a 'hologram', though he keeps the form up firmly. He now wanders around EDEN-227, causing problems for agents and hoping to bring the SERVO engineer's life to a painful end.

Haydar despises Pavelon for ruining his life, for trying to treat him like a puppet only to be used, for ever thinking less of Haydar. Haydar will take his revenge on Pavelon at some point, making him feel the same pain he inflicted on Haydar.

Haydar does not think highly of Multitask. He thinks his life goals are 'stupid', and that he follows his faith blindly without second thought. But Haydar also treats him fairly well, as he is the only other person who can bring an end to Pavelon, Multitask being the perfect man for that job, not whatever priest-duties he claims to want to follow.

Trivia
- The more bugs he puts into a stim or pill, the more faster and effective are the effects of the poison. Usually, he only puts one bug, which makes a person succumb to the poison in 3 days.
- Since he can dodge bullets and any melee hit because of his dissipating nature, the most effective ways to hurt or kill him would be bug spray or fire. It'd take long, though! That is 10,000 bugs!
- He was born in the new age on a neighbouring planet of EDEN-227, though he wants to explore Old Earth.

Skills
Haydar possesses no hand-to-hand combat skill, solely relying on taking advantage of the human body with the poison of his bugs. He prefers staying in the backline, and taking advantage of people by psychological mean.
Charm
Haydar takes his opposers by the act he puts on, by acting friendly and unharming, having the people take his side and give him whatever information he may need.
Deal-making
To get what he wants, Haydar defaults to striking deals with people he deems useful. He offers favors, giving the other person what they want in exchange for information they hold.
Poison
To those Haydar deems useless, or to just fuck with someone, Haydar hands out stimulants and tablets inflicted with one of his Hivemind bugs. In a matter of days, the person affected will succumb to the venom, and nobody ever finds out who is the culprit for their death.
