Blowhole is very smart, he'd tell you so himself! even though he can't remember the last time he was sent a worthwhile task from the predacon headquarters, he's still holding out hope. After all, aquatic based alt modes are just important as any other alt mode! 

Earth is 70% water, so it's a good thing their base is nestled somewhere safe away from humans while having free range of the ocean and more.

Blowhole is also the one who brought together his team and formed 'The Aquacons' to finally solidify their purpose alongside other Predacons as being just as useful even with water-based alt modes
