Osterus is a Sith Lord during the Galactic Cold War era. He's totally evil, sure, but not as ruthless as some of the other Sith. He considers fear an excellent tool, but prefers to stray away from senseless violence when asserting control. Osterus vastly prefers calculated cruelty and occasional acts of semi-decency, as he finds them far more effective.
He considers the Jedi Order a dying, rotten cult. The Jedi are hypocrites who preach for peace yet will do everything BUT fight for it. the Sith, at least, will fight for what they consider right, but the Jedi send the military and the governments to do their work for them. Osterus tends to look down upon any Jedi with an equal mix of pity, scorn, and disgust.
