Torch was the first robot designed by the Doctor, deemed a failure due to lacking the ability to properly assess morally correct or incorrect acts.

Built to rid the city of evil, Torch struggled with comprehending what a criminal act was and what a simple misdemeanor was. In this mental struggle, Torch decided that to rid the city and earth of evil, he must rid it of humanity, the root cause of it all. Armed with a Solar Generator and plenty of military grade jets, Torch is able to emit immense heat waves and set the air on fire around him to burn all those he sees as criminal. The solar generator does come at the risk of overheating torch's systems, so to cool down torch will rest in the ocean, awaiting the time to properly cool down and recharge.

Emotionless and uncaring, Torch shows no interest in anything but his goal, and will only deviate from it when something stands in his way.
