the space assassins have clearance to come and go from the station, but only b/c theyre so brainwashed that they can be trusted to put the cult's orders first and foremost

the assassins can be used to target on-planet political enemies, that way the place where cult members are made is unable to be infiltrated by opposing forces... cus its a secret where it is too
