Peony is the right-hand man and betrothed to Donquixote Doflamingo, King of Dressrosa. 

Since she was 13 years old, Peony has been a devil fruit user and member of the Donquixote Pirates, also known as the Donquixote Family.

 Her Devil Fruit Type is Zoan, being the Moth-Moth Fruit. This gave her moth-like features, such as her antennae, an extra pair of arms, and a pair of blue insect wings she can make appear at any time.

Peony is, what some may call, hopelessly devoted to Doflamingo, who has no heart to speak of. Though she may have wings, she will never know true freedom, as they cannot carry her very far. 

Despite her chances, she wouldn't dream of betraying him. Peony has given up everything to serve the person she fell in love with all those decades ago. Until the day he's taken from her, she'll remain by his cruel side dutifully.
