Personality
Destin is a straightforward person. His ideals is basically treat people the way you want to be treated. He wears most of his emotions on his sleeve, and despite having a pragmatic view on life, he's actually quite sappy. He has a hard time ignoring people in need, and especially those who are hurting inside.
For him, it's better to have loved and be hurt than never to have loved at all. His heart and decisiveness makes people respect him, which is why he tends to hold leadership positions, even if he wasn't really aiming for it himself.
He can never really stay mad for very long, and even if he does, he tends to find ways to sympathize with the people who've hurt him. This is particularly true with Basil, which he absolutely hated at first for betraying him, but eventually realized that it wasn't personal, and it was Basil's way of pushing people away and hurting them before he gets hurt.
Before working at Lobotomy Corporation, Destin was actually a married fixer. However, an incident in the district they lived in caused his wife to sacrifice her life to save him. Even in her last moments, he couldn't turn his eyes away from her, even if it hurt him immensely. This incident caused him to try to be more apathetic (to little success), and since then he would never let anyone make decisions for him.
Backstory
Destin is the eldest in the family of two siblings. His family is quite tightly-knit and get along pretty well. His little brother looks up to him and would like to be a fixer too, much to Destin's dismay.
Destin works as a fixer (mercenary) mostly just to put food on the table. He doesn't think much of it, and at most he sees it as a necessary evil. He only moved out of the house when he got married as he spent most of the time in the house helping his parents and his little brother.
His life for the most part was pretty uneventful, and he learned to be a bit more apathetic in order to survive his line of work. Although in the end, when his wife died in order for him to survive, he grieved for a very, very long time.

In Lobotomy Corporation, he was a member of the Control Team, and got pretty close to Basil as they had to cooperate with Central. Unfortunately, Sil deemed him too much of a threat to his plans and decided to dispose him. In Ruina, they somehow were forced to work together on the same floor, in which he practically lunged at Basil and almost completely refused to work with him at first. They did eventually learn of each other's circumstances and get close again on different terms though. They have a pretty deep understanding going on between them, despite seeming like rivals.
He might also be just a little bit obsessed with unraveling him. Just a bit.
