The city's police commissioner. Has a long standing rivalry with the infamous thief only known as "Jewel" Out of every criminal in the city, she's the only one who he's been sent after that he hasn't caught. Caught up to, perhaps. But never caught. She alway slips right out between his fingers.

Takes at least ten coffee breaks a day. Rather tired individual.
