Cedric Hardwick, Head Officer of the Central Islands City Guard. Always strict and serious, he diligently oversees the city and works through paperwork. Mostly paperwork though.
Cedric and his division has been tracking the 'Moriarty Case', however they are not allowed to actually look into matters further due to the City Guards actions having to be approved of the Military first.
Despite his cold and intimidating nature, Cedric only wants the best for the city and it's people, though his hands are bound.
