Gorairyu, The Thunder Emperor, God of Lighting, as he would call himself, is the Emperor of the Thunder Branch of the Eastern Islands.
From an outsiders perspective, he may appear as a benevolent and charismatic leader but it is well known to the inhabitants of the Thunder Islands how cruel and unforgiving he can be.
What the mans true intentions are, no one, not even his closest subordijnates. Though what ever it may be, it likely doesn't bode well for the future of the Eastern Islands.
