Neutral Evil - He/They - Ethics doko

He is both two and one, a madman who experimented both on others and himself in his desires to play God.
Due to his own modifications to his body, his 'self' was split between the two heads that are separately known as Leo and Aries. Together they are referred to as the Puppeteer.
Not much of his body is flesh at this point, held together with powerful magics that make his patchwork body more durable than it looks.
Leo is more abrasive and cocky, while Aries is quiet and subdued. Both are frighteningly smart, and have a habit of murmuring to themselves.
While their sense of ethics and care for the law has long fled the scene, they have a very methodical process in what they do. Things not going as expected can both be very frustrating and exciting to them.

Pesti and Jigsaw are both creations of Puppeteer, his most successful experiments of creating life. He is rather proud of both, even if the twisted feelings aren't quiet returned.
Pestilence was first, a Frankenstein creation crafted from cadavers, while Jigsaw was made of non-biological material in his tests to see the limits of what could be brought to life.

The large clawed limbs are gloves that they can put their arms into and control. Not very good for fine control, but helps with his strength and handling anything large and/or dangerous.
The tail isn't sentient but acts as if it is. Puppeteer can use it for intimidation if needed, the tail able to produce a loud rattling noise.
Their wings aren't good for sustained flight, but can improve his jumps and let him glide.  The 'membrane' is actually paper and thus fragile but replaceable. Can draw patterns on for aesthetic.
The 'heart' in their midsection is one of the cores that aid in keeping their body together. The orb isn't at all easily broken due to this.
Considering what they've done to their body, Puppeteer could be beheaded twice over and still live, but his body falling apart is still an inconvenience.
