PERSONALITY
A teacher who cares deeply for each and every one of his students. Kind, understanding, and always willing to talk it out or offer a second chance. Every mistake is just a lesson that needs to be taught. He's always patient, and occasionally a little cheeky. Mr Saito is trained to teach a wide variety of subjects, but his specialty is literature.
Perhaps his dedication to his job is why he has such an abysmal personal life. Mr Saito lives alone, and doesn’t seem interested in getting close to anyone. Though he hides it well, a sense of melancholy sometimes slips through the cracks - perhaps he's lonely?
Another passion is vigilantism. When you have a chance to help people, isn't doing the right thing more important than the rules? As long as it's for good reason, he seems fairly supportive of rule-breaking in general and will turn a blind eye. Mr Saito was willing to break the law to stand for what he believes in, but since being caught he's been unable to. Though he enjoys his job at RUA, it's clear he gets a little antsy about the systems that keep him struck there.

ASPECT: Stormcrow
Mr Saito has has a pair of crow-like wings. As well as allowing him to fly, he can flap them to create strong storm winds. These winds can even create rain and hail. Seijiro's winds can reach a maximum speed of 100km/h -- similar to the strength of a cyclone. His hail stones can be as large as a tennis ball.
For Seijiro, flying is like running -- fun, but tiring. Seijiro keeps himself trained, so he can stay in the air for up to an hour. If he is injured or carrying something, this is reduced.

Seijiro dresses more or less how you'd expect a school-teacher to dress - business casual. He's usually got a well-presented and clean look, favouring button down shirts, whites, blacks and blues.
BACKSTORY
When he was 13, Seijiro wanted to be a school teacher. His parents were both very busy in corporate jobs in Tokyo. As such, a big inspiration for Seijiro was his English teacher, who would let him stay in the classroom after school. His teacher helped him write his entry for a poetry contest. Seijiro's poem, titled 'Stormcrow' won first place. Seijiro was so inspired by the win that his Aspect manifested there and then!
The other constant in Seijiro's life was his younger sister, Emiri. The two were very close, especially because Seijiro was responsible for looking after her most of the time. On the day Emiri graduated Elementary School, the two went to a skyscraper restauraunt to celebrate. Unfortunately, they were caught up in a villain attack while dining.
Seijiro wanted to use his Aspect to fly himself and his sister to safety. However, heroes instructed him them to stay put -- the manouvre was too risky for an untrained and unlicensed 15 year old. Unfortunately, Sejiro lost track of his sister in the chaos.
This was Seijiro’s motive to become a vigilante. He'd followed the rules instead of his heart, and lost his sister because of it. He vowed never to make the same mistake again. It was his moral duty to make Japan's citizens safer, no matter what the rlues say!
Initially Seijiro kept his acts of vigilantism small - after all, he was busy with high school. By the time he graduated, he was an established vigilante -- studing heroics was sure to get him caught, and he had the skills he needed already. Instead, Seijiro decided to get the teaching degree he'd dreamed of before Emiri's death.
After graduating and getting stable employment at Manabi high school, his acts of vigilantism became more flashy, even garnering himself a fan-base. Things were looking good - he even won two teaching awards! However, Seijiro couldn’t outrun the law forever, and was eventually caught by RUA students in an undercover investigation.
Things were looking bad for Seijiro; villains in prison don't especially like vigilantes. In a surprise twist, he was only in jail for a few weeks before he was visited by RUA’s Dean. It's rare to find someone with both teaching awards AND combat experience, so Seijiro was offered a deal to serve his time as the Heroics Course Coordinator at RUA -- with supervision and strict rules of course. In the position he would be issued a provisional B-Class license that allowed him to act as a hero in approved teaching scenarios only. Seijiro took the job, and the rest is history!
