The Beelzebub of Mexico, straight out of Spain for what is essentially damage control. A bloodthirsty warmonger unafraid to exhaust every means necessary to accomplish his goals, including accepting aid. Though Baxter was quick to learn this, the two retain a neutral relationship despite poor international relations between their respective countries. He appreciates Baxter's attention to beauty and seeks to bring that mentality home, but a crushing sense of machismo makes it difficult to enjoy delicate things alone without the validation of peers he's yet to even establish. Instead, he keeps Baxter's ideas of industrialization in his back-pocket despite his flimsy traditionalist lean. He's too focused looking forward than to sweat how his actions appear on a global stage.
