She's the daughter of the Queen and King. Along with her sister princess Xhin.
Empress is a nasty women hungry to keep herself in power and above others. She murdered her parents out of spite for changing the laws without her permission. She keeps Xhin locked away and Illrus under her reign as a guard dog. Empress is pretty easy to manipulate as she'll believe anything as long as you tell her it'll keep her in power
