Come on, it was funny!
When Cadmus found the two eggs by the lake, he knew there was something special about them. There was no way they weren't left in Tides territory on accident- or maybe if they were, there was a good reason for that. A aprt of him could tell these Mons were meant for the water, so he brought the two eggs to Tsunami to hatch them in a healthy environment. Tsunami would take up the role of mother for the two Mons, and would have her adoptive children as backup for when she was patrolling at night.
Drip was the more rambunctious of the two of them, getting into trouble and playing pranks on those who came too close to the Tides' waters at night. While she never truly meant to, her pranks were usually pretty mean, and it made Tsunami worry that she was raising her kids to be mean to others. Drip would learn this was wrong, but would still think the pranks were funny either way. Her and her sister Spike are attached at the hip, and it would be nigh impossible to separate them.
