According to her scripts, Charlie was a lop-eared rabbit who moved from her hometown in search of a place that felt more like home. She sent a letter in the mail to a pen pal in hopes of finding someone or somewhere that would welcome her. The letter happened to be recieved by Wally, who wrote back and convinced her to join the neighborhood. Once she arrived, she found herself in a warm, friendly environment where she would have the freedom to express herself and much inspiration for her stories. Soon after publishing a few papers, she quickly set her place in the neighborhood as a writer and photographer.

Details of Charlie’s origins were not revealed in her scripts. However, it’s written that she knew nothing about her family, as she only vaguely mentioned them once, explaining why she doesn’t have a last name. Her background before appearing in Welcome Home is currently ambiguous, as much of it was meant to be implied through her behavior and development throughout the show's airing. Her anxious, secluded behavior during the earlier episodes of the series may imply some form of trauma prior to the show.

During many of her skits, she'd appear writing or typing her newspaper ideas or photographing the neighborhood. She'd often be seen carrying her notepad and camera as her own means of expressing herself, as she struggled to do so verbally. Sometimes, she would be seen inside Eddie's post office, helping him deliver her papers and his letters as his helpful work partner. When not too busy and stressed about her work and ideas, she can be seen with the other neighbors as well. Being somewhat of a peace keeper in the neighborhood, she'd often step in during a bad situation to help the other neighbors calm down from an upsetting event. These situations often involved Frank due to his somewhat pessimistic nature.

Revealed from the puppet design sheet, Charlie's puppet had a mechanic that allowed her ears to shoot upwards when in shock, controlled by a button inside her lower jaw. This was often used as an alternative way of showing her feelings as she'd often be seen playing with or pulling on them depending on her mood.
