This is my first time doing a DTA, do i ask if i can draw them to adopt them or?

You're pretty much doing it right, it's okay! Basically you just ask to put one on hold while you draw and you have a week to finish the art, then the OC is yours!

You can DTA multiple if you want! Also there isn't a size limit, it can be as big or small as you like
